Mr. Belin suggested that it was unfair to accord such
treatment to United States interests and he explained that
British interests were under no such disabilities in the
Philippines. In point of fact, he added, British Insurance
Companies obtain between seventy and eighty per cent of the
entire insurance business effected in the Philippine Islands.
He indicated that it would be possible in these circumstances
for the United States Government to adopt retaliatory measures
in the Philippines unless United States interests received
fair treatment in Hongkong.

Sir Austen Chamberlain would be glad to be furnished
at an early date with an expression of Mr. Secretary Amery's
views upon the allegations made by the First Secretary to
the United States Embassy and to learn what reply should,
in Mr. Amery's opinion, be returned to him.
